Get espuser-scoped AWS credentials (superadmin)
POST/v1/admin/credentials
Returns short-lived STS credentials whose session policy is scoped to the espuser-owned post-deployment actions the dashboard performs itself: SNS SMS sandbox status, the SMS monthly spend limit, and ServiceQuotas reads and increase requests.
