Admin-only - upload templates and CSV files used by registration jobs.

📄️Create upload URL

Gets a pre-signed URL for uploading a file to S3. Currently supports: node certificate uploads, push text message configuration uploads.

📄️Get file template

Gets the format of a file. Currently only supports push text configuration file format. Returns the default structure/template for the specified file type.
